Answers
Scripture says three things and stops short of a formula. God has left evidence of Himself in creation and in conscience, so no one is without witness. God is unfailingly just, and Abraham's question — shall not the Judge of all the earth do right — is answered with a yes. And the response to the question in the New Testament is never speculation; it is to go and tell them. The uncertainty is an assignment, not an excuse.
For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse:
Romans 1:20
That be far from thee to do after this manner, to slay the righteous with the wicked: and that the righteous should be as the wicked, that be far from thee: Shall not the Judge of all the earth do right?
Genesis 18:25
How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?
